Reading Rabi Before Sowing: The MSP Signal Points Away From Wheat

This briefing reads the rabi season in four parts, and the parts spell the season: R, A, B, I — returns tilted hard toward oilseeds and lentil, acreage that still has to find water, a bottom of the table where wheat and gram barely moved, and an incentive the government states in plain words. Sowing decisions made in the next few weeks will be read against these numbers all the way to the spring harvest.

R — Returns tilted toward oilseeds and lentil

Start with the size of the moves, because the order is the message. The Cabinet raised the rabi support price for safflower by ₹675 per quintal, the largest increase in the list, to ₹7,215. Rapeseed and mustard followed at ₹413 per quintal, to ₹6,613, and lentil (masur) rose ₹390 to ₹7,390.

The margins behind those levels are not thin. Mustard's support price sits 96 per cent above its all-India weighted average cost of production, and lentil's sits 92 per cent above cost. A crusher or an oilseed trader reading this list does not need a forecast to see the intent: the state is paying, in support-price terms, for more oilseed and pulse area. Whether farmers can deliver that area is a different question, and it is the next section.

Rabi crop MSP 2026-27 (₹/qtl) MSP 2027-28 (₹/qtl) Increase
Safflower 6,540 7,215 +675
Rapeseed & mustard 6,200 6,613 +413
Lentil (masur) 7,000 7,390 +390
Barley 2,150 2,286 +136
Gram 5,875 5,958 +83
Wheat 2,585 2,610 +25

A — Acreage still has to find water

A support price does not sow a crop. Water does, and the reservoir position heading into rabi is uneven in a way a national average hides.

Storage in India's 178 major reservoirs stood at 126.7 billion cubic metres, or 68.6 per cent of total capacity of 184.8 BCM, in the Central Water Commission's weekly report published on 15 October. The southern region was below 45 per cent of capacity, while the western and central regions remained above 80 per cent. Fifteen reservoirs were full. One, Aliyar in Tamil Nadu, was empty.

That split maps directly onto the MSP signal. Mustard and lentil are less thirsty than a fully irrigated wheat crop, which is part of why they suit a tight-water year — but they still need moisture at sowing and at least one protective irrigation in many districts. In the south, the acreage response to a ₹413 mustard increase will be capped by storage, whatever the price says. In the west and centre, where storage is above 80 per cent, the price signal has room to work. Expect two different rabi seasons, not one.

B — Bottom of the table: wheat and gram barely moved

Now read the other end. Wheat, the largest rabi crop by area, gained ₹25 per quintal to ₹2,610 — the smallest increase in the list. Gram gained ₹83 to ₹5,958, and barley ₹136 to ₹2,286.

Small increases do not mean small margins. Wheat's support price is still 106 per cent above its cost of production, the highest margin in the table, because its cost base is lower. Gram's margin is 59 per cent and barley's 58 per cent. So the table is not punishing wheat growers. It is doing something narrower: it is refusing to improve wheat's relative position, while improving everyone else's. A farmer choosing between wheat and mustard on the same plot this month sees mustard's support price up ₹413 and wheat's up ₹25. Relative prices move acreage at the margin, and the margin is exactly where cropping patterns change.

For wheat buyers and flour millers, the implication runs the other way. No MSP-driven acreage surge is coming for wheat. Supply planning for 2027 should assume a normal wheat area defended by its existing margin and by procurement, not expanded by a new price incentive.

I — Incentive, stated in plain words

The government did not leave the intent to inference. The release says it has been promoting pulses and oilseeds by offering higher support prices for those crops compared with cereals, and that the increases follow the policy of fixing MSP at at least 1.5 times the all-India weighted average cost of production. Diversification is the stated goal, not a side effect.

History gives that goal some weight. Procurement of the six rabi crops rose to 3,921 lakh metric tonnes between 2014-15 and 2025-26, from 2,302 lakh tonnes in the previous decade on the same release — the procurement system behind these support prices is large enough for farmers to treat the numbers as real, at least for the crops and states where procurement actually operates. That caveat matters for safflower and lentil, where support prices are high and procurement depth is thinner than wheat's.

The decision paragraph is short. Crushers and pulse traders should plan for a genuine acreage contest in the western and central belts, where water allows the MSP signal to convert into sowing, and should not assume the same response in the south. Wheat buyers should plan on continuity, not expansion. Lenders appraising rabi crop loans should price the crop mix, not last year's mix: a portfolio that shifts toward mustard and lentil carries different price, procurement and moisture risk than the wheat-heavy book it replaces.
