The Rabi MSP Split Is a Procurement Signal: Mustard and Lentil Up Sharply, Wheat Barely Moved

A support price is usually read as a farmer story. For a processor, it is a cost story — and this year's Rabi announcement is really two different cost stories at once. The crops a mustard crusher and a dal miller buy just got a materially higher price floor for spring 2027. The crop a flour miller buys barely moved. Procurement plans built on a single "MSP went up" headline will misprice both.

What was actually decided

On 30 September, the Cabinet Committee on Economic Affairs approved higher minimum support prices for all six mandated Rabi crops for the 2027-28 marketing season. The increases are uneven by design. Safflower rose the most, by ₹675 per quintal to ₹7,215. Rapeseed and mustard rose by ₹413 to ₹6,613 per quintal — a 6.7% increase. Lentil (masur) rose by ₹390 to ₹7,390, barley by ₹136 to ₹2,286, and gram by only ₹83 to ₹5,958. Wheat, the largest Rabi crop by volume, rose by ₹25 to ₹2,610 per quintal — under 1%.

The release puts the expected margin over the all-India weighted average cost of production at 106% for wheat, 96% for rapeseed and mustard, 92% for lentil, 59% for gram, 58% for barley and 50% for safflower, and states the aim plainly: remunerative prices, and diversification towards pulses and oilseeds. The estimated payout behind the decision is ₹90,962 crore for about 324 lakh tonnes of procurement in 2027-28. These are the prices for the crop being sown from this month and harvested from April — which is why they belong in a 2027 procurement budget now, not in April.

Why wheat could be left almost flat

The wheat number is not an oversight; it is a stock position. Data from the Food Corporation of India put central-pool wheat stocks at about 48 million tonnes on 1 September, against 33.3 million tonnes a year earlier, after the government procured 35.76 million tonnes in the 2026-27 Rabi marketing season — more than 19% up on the year and above its revised target of 34.60 million tonnes. Rice stocks were also higher, at 39.1 million tonnes. A wheat stock of 48 million tonnes sits well above the 27.58 million tonne buffer norm that applied on 1 July.

For a flour miller, the implication is specific. The MSP floor under the April 2027 wheat crop has risen by less than 1%, and the public stock overhang above that floor is large. That combination does not guarantee soft wheat prices — open-market prices also respond to the new crop's size and to any open-market sales from the central pool — but it does mean the policy component of wheat cost risk for 2027 is the smallest it has been in several seasons. The larger wheat risk to manage is timing and availability of government stock releases, not the support price itself.

Why mustard and lentil are a different calculation

Mustard and lentil sit at the opposite end on both counts. Their floors rose 6.7% and 5.6% respectively, there is no comparable central-pool overhang in either commodity, and the stated policy intent is to pull more acreage towards oilseeds and pulses. If sowing responds, spring supply improves — but it improves against a higher floor, so a larger crop does not translate into proportionally cheaper procurement. If sowing does not respond, buyers face the higher floor without the volume benefit. Either way, the ₹6,613 mustard and ₹7,390 lentil levels are the reference points against which spring 2027 premiums, discounts and crush or milling margins will be quoted.

There is also evidence that the floor is operational for pulses and oilseeds, not only announced. On the same day as the Rabi decision, the Agriculture Ministry approved procurement at MSP worth ₹5,547.99 crore under the Price Support Scheme for the Kharif 2026-27 season in Uttar Pradesh, Karnataka and Telangana, covering 4.66 lakh tonnes of tur in Uttar Pradesh and soybean, moong and sunflower quantities in the other two states. When market prices fall to the support level in those crops, a public buyer is authorised to step in — which is precisely what makes an MSP a floor a processor must plan around, rather than a number to note and ignore.

What a procurement desk should do with this now

Rebuild the 2027 cost baseline by crop, not by headline. Use ₹6,613 per quintal for mustard and ₹7,390 for lentil as the floor references for spring contracting, and ₹2,610 for wheat — a 6.7% and 5.6% reset in two input lines, and almost no reset in the third.

Watch sowing, not just prices, through October and November. Weekly Rabi sowing progress will show whether mustard and lentil area actually expands in response to the higher margins. Area is the variable that decides whether the higher floor comes with more volume or only with higher cost.

Separate floor risk from supply risk in each contract. For wheat, negotiate around stock-release timing and logistics. For mustard and lentil, negotiate around the floor: forward cover taken before sowing data is known carries a different risk from cover taken after the acreage response is visible.

Track the gap between mandi prices and the new MSPs market by market. Where prices run close to the floor, public procurement can divert arrivals, as the Kharif Price Support Scheme approvals show. Where prices run well above it, the MSP matters mainly as the anchor for premiums.

Where Farmioc fits

This is the monitoring work Farmioc PriceHub is built for: prices, trends and forecasts for over 200 crops across India, read against the policy floor and the supply data that explain them. Farmioc DataStore adds the analytics layer — supply and demand, sowing and yield signals organised by commodity and region — for procurement and trading teams that need the MSP, the stock position and the sowing response in one view rather than in three separate releases.

An MSP announcement is a six-line table. Its value to a buyer is in the split inside it: which floors moved, which did not, and what the stock position behind each line says about the season ahead. This year, that split is the story.
